Consumer Protection Act, 2019 Jurisdictions of Commissions

Here are some notes on the jurisdictions of the Consumer Disputes Redressal Commissions (CDRCs) under the Consumer Protection Act, 2019:

  • The District Consumer Disputes Redressal Commission (DCDRC) has jurisdiction to entertain complaints where the value of the goods or services paid as consideration does not exceed Rs. 1 crore.
  • The State Consumer Disputes Redressal Commission (SCDRC) has jurisdiction to entertain complaints where the value of the goods or services paid as consideration exceeds Rs. 1 crore but does not exceed Rs. 2 crores.
  • The National Consumer Disputes Redressal Commission (NCDRC) has jurisdiction to entertain complaints where the value of the goods or services paid as consideration exceeds Rs. 2 crores.

The jurisdiction of the CDRCs is determined by the value of the goods or services paid as consideration. The value of the goods or services is determined by the price paid by the consumer, or the market value of the goods or services, whichever is lower.

The CDRCs can also entertain complaints where the value of the goods or services is less than the pecuniary jurisdiction of the CDRC, if the complaint is a class action complaint. A class action complaint is a complaint filed on behalf of a group of consumers who have suffered the same or similar injury or loss.

The CDRCs can also entertain complaints where the value of the goods or services is less than the pecuniary jurisdiction of the CDRC, if the complaint is a complaint against a government department or a public sector undertaking.
